I have been reconsidering the ending of *Civil War*.

At first I thought it was ridiculous overkill to show Zemo imprisoned in the Bucky Barnes prison. He is a regular guy, so there is no need for extra, over-the-top security measures.


Then I realised that it is part of the whole allegory that Marvel has going on, where superheroes are the USA left as the sole superpower with no one on their level to fight, with the potential to intervene anywhere, but not the ability to do so without casually killing bystanders. In this context, of course there are secret prisons where people disappear.


It’s Homeland Security, reworked. The people are assured the prisons are for bad guys, but people enter them without charge and there is no oversight once they are there. So of course Zemo wound up in the prison where he will spend the rest of his days. But so did Sam, Hawkeye, the Scarlet Witch and whatshisface.
